how would one cut out the corner like that ?
 
It looks as if there's a join on the vertical corners. If so then it's simply four sides joined and two being cut away to your chosen angle.
Thereafter it's a case of filling the majority of the space with something like polystyrene packing, surfaced with your chosen putty and with a few pieces of bark chippings (mulch) embedded.

Most guys build up the sides of balsa wood and then cut them easily to the desired shape. Painting or staining them thereafter. For a smother finnish you may cover them in thin plastic card or coat them with wener of desired wool.
At the bottom there could be a smaller flat base, a picture frame or a frame profile cut by themselves.

There are however some premade plinths in this fashion but they are primary intended for figures or smaller vignettes.

If it's wood then just drill into it and use callipers. Doesn't need to be neat as you'll clean it up while basing.
 
If you happen to have/buy a solid wooden base you can cut of one of the corners with a hacksaw and then use a chisel for the desired shape. But that could also easily be done with only a chisel. A vise to clamp the base in would be convenient in order to be able to apply pressure on the chisel with the palm of your hand.
