size and scale of figures ??????

since I am slowly getting into the figure sides of things I bought a ruler that I thought was in mm but it is in cm so I will have to convert the 2 but my question is when someone says a bust is about 1-9 scale and etc how big does that mean it is in inches as all I have ever done is some auto stuff and some old aurora kits that did not have a scale I know 1-1 is full scale but I am having trouble with the others thanks
 
Assuming an adult male stands approximately 180cm tall (5' 10"), then:
1/9 = 200mm = 8"
1/12 = 150mm = 6"
1/15 = 120mm = 4.75"
1/16 = 112.5 mm = c. 4.4"
1/20 = 90mm = 3.6"
1/24 = 75mm = 3"
1/32 = 56mm = 2.25

1/32 is a true scale, whereas 56mm is an arbitrary height. 1/32 is said to be 54mm mainly due to discussion in the past about whether mm 'scales' refer to eye level, or to top of head. It is also worth remembering that people tended to be shorter in the past than today, and a height of 5'4" (c. 163cm) would be near normal in Nelson's or Napoleon's day.
