Making 54mm arrows?

I'm working on one of Andrea's 54mm 7th Cavalry troopers and I want to put a few stray arrows on the base. I've tried brass rod and paper but the only result I get is the insatiable desire to drink heavily! In other words, no luck. Any ideas/hints/tips on cobbling together a few arrows? Thanks!

I have probably made fifty arrows over the years with wire and paper. I have found the key to be using white glue to attach the paper fletching, Plenty of time to make sure they are straight without getting superglue all over everything.
