I am not a wargamer, but my son is. There are various scales to wargaming, I think the most popular scale is 25-28mm. Here is a link to the scales.

For wargames yes scale varies from 2mm to 40mm but as said below the most popular is 25 or 30mm because quality fo the sculpting has improved a lot in a short time.
