It is 100 mm mounted english king maybe Henry V the surcoat has the fleur d'lis and lions as does the horse's surcoat (capson?). A picture is in Shep Paine's "building and painitng scale figures" p.52
 
It was made by Steel Bonnets. Yes, heraldry is in relief, on all surfaces: horse's caparison, rider's jupon, and shield.

The last I heard (and saw) this figure was re-released by I&E Miniatures who unfortunately went out of business some time back,but maybe someone out there has one in their collection.
