I asked the friends in my home forum for that man:

The guy is a military musician of the saxon artillery of August "der Starke". They were called "Bockpfeiffer", they answered.

They also told me, there exists a 50 mm flat figure, avaiable at Wolfgang Friedrich.
A 30mm flat figure (Engraver Werner Otto) you can buy at Wolfgang Unger/Leipzig.
