I deliberately took this more common Coburnlook so I can use the torso for other subjects.
Later on the jacket with the cross can be easily added.

I just ike to empasize the character of Steiner.
Dont be afraid, the bust itself will have enough challenge!

Maybe I will cover up the ears a bit in the end and do some refining of the hair.
Also notice his dogtag.

no, just drawing with a real pencil Marc.
afterwards scanned again.

His shoulders will be lifted a bit more and his neck smaller as will be the collar.
Took some pics from myself in some kind of blouse James wears for checking.

some corrections.
Neck, widening torso ( suspenders look more natural now), shoulders more lifted. less collar and different type of wrinkle on the arms.
The skinny guy Coburn is more significant this way.

I do admire your persistence with your projects, it is the mark of a craftsman, striving for best results.

Having compared the screen grab & the alterations to the neck you propose, I can now see it, too!

I see you improved the neck, it looks much better now (it was too wide), but I think that one more small thing should be fixed, those two strenocleidomastoids (man what a complicated word), should go more diagonal up towards jaw bones, and form a letter "V", in your case it looks more like a letter "U", this shows what I mean:
